Empowering HKCSS to modernise
the financial operations of multiple NGOs

The Hong Kong Council of Social Service (HKCSS) is a federation of non-government social service agencies of Hong Kong, with the aim to plan and coordinate large-scale relief works and social welfare. Today HKCSS represents more than 490 Agency Members, providing quality social welfare service through their 3,000 operating units in Hong Kong.
Challenges
On behalf of a number of participating Non-Government Organisations (NGOs), HKCSS implemented the Financial Management System (FMS) using Oracle E-Business Suite (EBS) R11i as their Core Applications Project funded by the Lotteries Fund of HKSAR government in 2003. While the existing EBS is not compatible with the latest hardware, the system becomes low in performance and unable to cater for business needs in supporting multiple organisations.

PCCW Solutions was designated to conduct an upgrade to Oracle EBS R12 and implement full spectrum of the Financial Management modules for HKCSS, supporting the 7 participating NGOs with over 650 users. Seven independent upgraded Oracle EBS instances with enhanced functionalities were installed for the participating NGOs, and as a result, any operational needs such as start/stop of an instance would no longer affect other NGOs as in the previous ‘multiple instances’ model.
Value created
The upgrade of Financial Management System also enables an NGO to modernise the central payment process across multiple service units, while delivering greater efficiency and real-time visibility into cash inflows and outflows. All historical data with proper linkage can be kept in the new Oracle EBS instance of each NGO seamlessly to ensure better data integrity. The modernised system also supports future enhancement.
